How SAT3 works

Development of social goods and services

SAT3 provides the conditions for the implementation of quality services using a transnational development and financing concept.

  1. Monitoring and analysis of international calls for proposals, competitions, grants and financing for social services
  2. Development of transnational ideas on the basis of concrete regional needs for social services
  3. Networking and formation of transnational project-consortia
  4. Procurement of financing and management of proposals
  5. Transnational coordination, management, development and public relations in the common realisation of transnational projects
  6. Accompanying evaluation
  7. Conceptions for sustainability and realisations

Analyses, development, management, and evaluation of social goods and services

SAT3 is an intermediary organisation between, on the one hand, operative NPOs and, on the other, organisations that are interested in the development of social services via calls for proposals, such as foundations and public institutions.

  1. As a basis for the (further) development of social services, SAT3 conducts socio-scientific analyses and studies following an applied research approach.

    Via the methodological focus on qualitative and participatory research approaches, SAT3 involves the practices into the analyses, considers the regional needs and demands against the background of transnational developments, and meets the complexity of social questions and challenges.

    SAT3 implements both on a regional and on a transnational level analyses, demand surveys and modelling.
  2. SAT3 supports foundations and public institutions in the development, setup, realisation and sustainable application of social services.

    SAT3 is specialised in the development of social services, especially on a transnational level.

    Regarding the development and the management of social services, SAT3 applies a demand oriented approach in consideration of the Logical Framework Approach. Due to the orientation along the demands of people in disadvantaged situations, SAT3 cooperates closely both with regionally oriented NPOs and with European and worldwide umbrella organisations.

    SAT3 realises the development of social services, the formation of networks with suitable organisations (regional NPOs, public institutions, special interest groups, research institutions etc.), and the project management.
  3. SAT3 guarantees and improves the quality of social services via evaluations and processes of quality development.

    SAT3 implements evaluations and quality development in the following fields:
    • Evaluation of projects, primarily on a transnational level
    • Evaluation of programmes
    • Quality development of transnational, national and regional social services.
    Methodologically, SAT3 focuses on qualitative, process oriented and participatory approaches. Thereby SAT3 meets both the complexity of social services and the demand for (further) development of quality. Depending on the requirements, other methods will also be applied.

    SAT3 works according to the standards of the DeGEval, German Evaluation Society (see http://www.degeval.de/calimero/tools/proxy.php?id=19084), which were stimulated by the “Program Evaluation Standards” of the US-American “Joint Committee on Standards for Educational Evaluation” (JC-Standards 2000/1994) and inspired by the Swiss adaptation of the Joint Committee Standards (SEVAL-Standards 2001).

PublicSocialPrivatePartnership

Public Social Private Partnership (PSPP) is an application of Public Private Partnership (PPP; Wikipedia - PPP) to provide social services and goods for disadvantaged people. PSPP is a type of partnership for planning, long term financing, generating resources and the implementation of goods and services to improve living situations and living possibilities of people and groups in disadvantaged situations. PPP as an instrument for financing and generating for resources for disadvantaged persons becomes PSPP.

  1. Identification of needs: Who requires which kinds of social goods and services and why?
  2. Generation of ideas on the basis of concrete needs for disadvantaged people: Which solution still exists and which one doesn’t exist and why not?
  3. Development of social goods and services: Which solutions are possible and most efficient?
  4. Buildup of a financial partnership with NPOs, enterprises and public facilities: Which partner organisation could receive the maximum benefit from gains as a potential member of the partnership?
  5. Designing the implementation: What are the requirements for a successful implementation?
  6. Setup: Establishment of all necessary structures and equipments to be able to offer and serve all demanded and required goods and services.
  7. Implementation: Concrete range of financed social services and goods for disadvantaged people.

A European model for a low barrier access to social networks for socially disadvantaged people in the post-occupational phase of life. Social involvment leads to the adoption of competences and to the strengthening of the skills of the target group to participate actively in social living and to take over social responsibilities.

ESME (European Strategy for Multicultural Education):
Is an EU-wide upgrade of local public libraries into Local Multicultural Educational Centres (LMECs) with a European perspective. By upgrading local public libraries into Local Multicultural Educational Centres, the symbolic cultural capital of the local migrant population becomes an integral part of local public libraries. By serving the community as a whole, the libraries are enhanced into local contact points for implementing common European integration strategies.
